I made this drum beat a while ago, and I just kinda attached it to the melody. are these drums over the top?

That snare placement—on the “a” of two and the “e” of three—is very common: it was used in the Amen break and I hear drummers use it all the time. It’s not at all strange.
To MMM, I think the loudness of the drums is just right.

it’s not the a and e of 2 and 3, so much as the e of 1, and maybe even the lack of 4

Oh I see. But I can’t hear the e of one because of the crash, so you should adjust some volumes.
